It could be a utter piece of garbage or a really good movie. It all depends on who's directing the movie and how good the script it. A nice sized budget would help as well.

They already have Dungeon Siege coming out with a good cast. It's also directed by one of the worst directors of all time in Uwe Boll. He's going to prevent any chance of it being good.

Wizard of Oz, Willy Wonka and the Chocolate Factory and Willow. All cult classics because of midgets. Anyone says different and they're fooling themselves. You give them mullets and a mean crossover like the one in my sig and it will be epic. Midgets rock!

And of course they rock...which is why using real midgets instead of fabricating them is what'll sell the movie. Unless its really..*really* bad.
In which case...fabricate someone like Heath Ledger (did i spell that right?) If you fail to get the attention of the midget-loving community ..you'll at least get the 14 year-old girl crew.
